As per Miraheze policy, a local vote is required in order for anyone to obtain interwiki administrator status. This aforementioned status allows for adding and modifying interwiki links, which can enable linking to other sites using internal instead of external links, as in:

This initial proposal is to grant User:Celeste interwiki administrator status so that Celeste Wiki can have at least one person who can manage interwikis. If another person wishes to also have interwiki status, feel free to nominate them. This vote is primarily informal, since no forum has been established just yet.
